David Drap, 43, who identifies himself as homeless and a heroin user, removes a screw from a plyboard wall dividing the Rt. 95 overpass and a newly built set of apartments in order to build his own shelter. Drap, who lives there with his wife and tabby cat, spoke with Sam Santiago, a Project H.O.M.E. outreach response worker. This Philadelphia organization that helps the homeless is having a $300 million fundraising effort.
